Unless you live in an apartment or a condominium, you don't need to fill out Address Line 2. It's just for the apartment number or floor number and such.
Address Line 1 is probably all you need to fill out. Here's a couple of examples of how to fill it out:
963 Lovelace Road, Tampa Bay, FL 25235
1225 Harvey Street, Seattle, WA 14653
Name: Donald Trump
Address line 1: The White House
Address line 2:1600 Pennsylvania Avenue
Town/City: Washington
Area/County: DC
Country: America
Postal Code: 20500
It is usually compulsory to fill in address line 1 and optional for address lines 2, 3, etc.

Usually one little line cannot contain the user's full address.
So the form allows the user to split it into two parts:
nnn NAMEOFSTREET, SUBURBNAME,
CITY, COUNTRY.
However, there is nothing to prevent the user from giving a variant:
nnn NAMEOFSTREET
SUBURBNAME, CITY
The best way of handling this is to concatenate ADDRESSLINE1 with ADDRESSLINE2, before looking it up in your database. It is also useful to strip out punctuation to improve your chances of finding a match, and to convert all letters to capital letters.
Lots of variants are possible, e.g. House names may be given in place of street numbers; Flat (apartment) number and flat name may be given in addition to street numbers. HAVE FUN!
I think, Ian, that the question addresses very rural areas where there may not be street addresses, and may not even be post office box numbers.
I suggest asking your local post office, or whoever you receive mail from, how to properly construct your mailing address.
Developed and undeveloped countries have different structures for the addresses and hence the global use of generic fields. But matching and verification is Md's problem.
