We've been working with CYTOP polymer (RI~1.335) for our plasmonic biosensor. When cured, its consistency is more like a gel which gives us a lot of problems. Could anyone suggest a good polymer/company that would have a low RI (around 1.335) applicable for a full wafer fabrication and good adhesion to SiO2? And, of course, as rigid as possible.

Polytetrafluoroethylene (PTFE) commonly known as Teflon has refractive index of 1.35-1.38, it is very close to 1.335, you can deposit ultra thin film from nm to mm by using sputtering or plasma assisted PVD. Teflon has good adhesion to silicon substrate, probably it might good adhesion to sio2.
Aerogels present lower RI. Arrow waveguides increase optical/measurand overlap.
Halogenated, fluoro polymers and fluoro chloro polymers class of materials normally posses a low refractive index. PTFE poses wettability problems and others in the same class of materials might provide a better answer without any compromise on RI.
