Please help me to find a good AI framework on Windows platform. I am a beginner in this field.
I like Weka. It's written in Java so its multiplatform.

Yes, Prolog v5 would be ok for Windows, it have touch screen support for W7 and W8.
My favorite framework is scikit-learn. It supports windows, linux and mac os platforms. http://scikit-learn.org/stable/
For C#, this is a great framework for machine learning, etc.

If you are familiarized with these tools you could use knime or weka, however if you want an easy one for starting I would recommend you to take a look at Orange (workflow + python).
