What interaction is there in a metal(0) doped material? Which activates the reaction the metal(0) or the bulk material?

I have synthesized Pd doped Vanadium phosphates. One is Pd(0)-VPO and another is Pd(II)-VPO. If the Pd in Pd(0)-VPO is neutral then there will be no interaction, then how does it lie in the bulk material? And for catalytic purposes which will have more impact?
