I am having aluminum foams (length = 35 mm) and want to study its compression behavior under dynamic loading with strain rate of 400 s^-1 . What should be the velocity of the crosshead displacement and what instrument shall I use for such fast compression?
SHPB apparatus, there is a group in Australia that has done extensive testing in this area under A/Prof. Dong (Tracy) Ruan at Swinburne University.

Given the rather large unit cell of most foams, you will have to use a split Hopkinson pressure bar. There is a group in Oxford that has done work on metal foams. Google Petros Siegkas. His work was mainly on Ti foams.
As others have suggested you will need to use Hopkinson bar setup, if you want to achieve this strain rate. You specimen length is 35mm, so to achieve a rate of 400 /s, you need a velocity of (35*400) = 14000 mm/s.
As you are from India, I will suggest you to contact Prof. P. Venkitanarayanan from IIT Kanpur. He was my PhD supervisor. He has Hopkinson bars of various sizes.
