Census survey you get data from every member of population. You know the population values and are not estimating.
Sample survey you get data from some part of the population. Here you are estimating population values and the accuracy of these estimates are based on your sample size. You will be lucky if your estimates equal the true population values.
Census enumerates each unit of population and is a huge exercise usually a decadal phenomenon. Sample survey can be conducted any time taking a represntative population and results extrapolated.
Census is conducted on whole population but sample survey is conducted on a part of population(sample). census is conducted after 10 years but sample survey can be conducted any time.
Abdelnaser - To put it simply, census survey means a full study of the population. It depends on the universe of the study and the universe can be as small as a group of two persons, a family or as large as a village, city, community or entire nation. A sample survey on the other hand is a part study of the population and the sample so chosen must be representative of the whole population. A census survey does not require a sample because it is a full study of the population.
