Hello. I think #1 depends in part on if and which federal regulatory agency would be in charge of clearing your product for use. I've seen the EPA the FDA and the USDA involved depending on the specific technology. For #2, I'm not sure if I'm reading it correctly. But to set up a control program you can work with traditional technologies or partner with someone for using a novel technology. At present, each one of us are busying in finding better solution with maximum durability for curbing out the problematic scenario led by the nuisiatic vector population but no one is interested in what would be the next-step after getting satisfactory result. Means  in what way, they are going to present it before the mass, so that they can also be benefited from that expected output with maximum social acceptability as well. After all Public are the central key for any business, and any business whole and sole depends upon the public acceptability.

Therefore, following to your satisfaction regarding your finding, public satisfaction should be your next move.

In my opinion, in your next move, before implementing and validation your expected outcome at large scale, you should try to assess your research firstly at small cohort for getting analytical assessment regarding the advancement and limitation of your expectations. After getting satisfactory outcome fulfilling your expectations only, then only you can get clear picturization of your research.

Following assessing the clear concept over your planning(s), that only you should decide whether to continue with your plannings or not.

Just quitting out from your proposed idea in the middle and switching over to the next proposals without completing or validating the previous one reflects disguised research which doesn't sounds well for healthy research anyway.

One must think deeply over it while proposal designing stage only.
