We tried to prepare nano-Ag from linden (Tilia sp.) flower leachate. The resulting Ag colloid is a mix of Ag and AgCl. Chlorine naturally occuring in plants may be the culprit; however, almost no authors reported formation of AgCl during phytosynthesis of Ag NPs.
I think you should use dilute concentration of plant extract. No such high amount of chlorine is present in plant extract to make AgCl. If yes then use one or two drop of hydrazine hydrate, then you got excellent result

Do you know the concentration of Cl in your system?
I synthesized AgNPs using microalgae where we had chloride salts, initially at ~0.56 mM concentration in the media. I think chloride may partly complex the Ag+ to form chloro-complexes (i.e., AgCl, AgCl2- , etc.) making Ag+ unavailable for reduction to Ag0. Here is the article for your reference:
