An example being p115 Figure 64 of Keith R. Carver's
NASA's Synthetic Aperture Radar 1995.
Three curves are given for three altitudes and SA RADAR systems all similiarly shaped. I'd like to generate curves for 1111 Km and 2358 Km altitudes for any system. That's a little above the 825 Km of the highest system plotted. CASSINI-H's SAR of Titan had sufficient range for a real system (not plotted).

In my humble opinion these curves have to be dependent on frequency you use and prevalent atmospheric models. So you need a set of plots for some key frequencies and some frequently occurring atmospheric conditions. If accuracy requirements are not high use simple ray tracing in standard atmosphere.
