What does the word "under-coordinated atom" mean? For example,under-coordinated silicons or oxygens?
The maximum coordination number in the second row of the peridoic table is 4, in the third row it is 6. Depending on the size and electronegativity of the ligands this may or may not be reached. If the coordination numer is less than expected it can be called under-coordinated. I believe that in solids it has to do with deformed or dangling bonds, crystal defects.

Coordination number means the number of atoms (or ligands) in the first coordination sphere of an atom, see eg.
