Discussion about 'smartness' of everything, including 'smart cities' as a leading problem, is currently very wide and intensive.
On the other hand, the idea of 'smart city' seems to me as being very similar to Nessie of Loch Ness: everybody is talking about, nobody have seen.
During a conference discussion, concerning 'smartness of cities', after my question somebody answered that 'smart city' is a 'city of happy people'. So I asked 'What to do with unhappy inhabitants ..... ?'
So: what the smart city means to you?
Anecdotally, the Mayor of Bucharest, Gabriela Firea declared that „Bucharest is a smart city because it is inhabited by smart people”, quite similar with the answer you got in your conference. I guess it has to do with the definition of intelligence, we acknowledge nowadays that human intelligence („smart” is a branding term for cities, it has no meaning other that what emerges from a comparison) has many components: emotional, motor, analytic, musical, interpersonal etc. In a similar way, each and every city is smart in some ways and completely dumb in others, this is why some people love and others hate the same city, this is why people come to the city or just run away. Bucharest for example is smart in interpersonal relations, people relate easily to one another. Of course, they also relate quite a lot through corruption. If we stick to infrastructural engineering, then smart is modern, contemporary, up-to-date and nothing more.
its means, that the city will be computerized from infrastructure to health, education and other facilitates .concerning the green area ,criminal rate,a acid-ant rate and other comparing to the related international standard.
The way a smart city works can be compared to how the human body works. A smart city is made up of blocks of buildings that are like human muscles, parks and greenery that are like human lungs because they help filter out polluted air and provide oxygen for the entire city so people can breathe. Also, cities like this are made up of streets that are like veins and arteries in humans.
Human beings also have senses through which information reaches the human brain. The senses send information about what is happening in the environment and tell the brain how to adapt the body to a given situation. Everything becomes interesting and clear here because if the same strategy is applied to the city and sensors are installed around the city to collect data from the environment, the city could function as well as the human body. The data collected would be used to create applications that would provide useful services to people in order to facilitate people's daily lives. Also, all this information helps the city to constantly learn and adapt, hence the name "Smart City".
A good example would be avoiding, reducing or preventing traffic jams. To put it simply, the sensors would collect and send traffic data on the road while users would use applications that would process that data and notify users of those events. E.g. if there were traffic jams due to a traffic collision, the user would be notified of the event with the help of an application. The user would also have information in which part of the city, as a result of a traffic collision, a large traffic jam occurred. With this information, the user can choose another route, avoid traffic jams and save time.
Of course, this is just one of countless examples.
According to the Intelligent Cities Technical Community of the Institute of Electrical and Electronics Engineers (IEEE), a city is classified as a smart city when it can bring together technology, government and society to enable management with an economy, mobility, environment, people, intelligent life and governance!
When any one solve some task conveniently, within small time, with less effort, then we can say the person is smart enough. Similarly, for a city, the basic requirement of people are education, transportation, government official work, health, etc. If we go 30-50 years back, people are not getting such things easily and more conveniently. But now such things are available conveniently. If you want to search some information from a file no need to wait for long time. Parents staying at home are able to know the attendance and mark of their child because of the implementation of ERP system. No need to stand in a queue to buy a cinema or railway ticket. No need to go to market to purchase goods. Online home delivery is available. No need to go near a doctor for the health check up. Doctors are now available through online. Media is more advanced to give information regarding cyclone, super cyclone, etc. before it happens. So looking at this definitely we can say the city is smart. But smart city is the relative term. With the advancement of technology new features will be available after some years that make the people more happy and convenient.
