GOCE aims to provide precise geoid information globally with 1-2 cm accuracy at a spatial resolution of about 100 km.
I think it could be mainly manifested in the following three aspects.
(1) The short-wave precision components in the gravitational field are more precise and can better reveal the structural details of the solid Earth.
(2) Higher-precision global gravity geoid, conducive to the unification of global height datums.
(3) Combined with sea-level observations, it can reveal more detailed ocean current structure and improve understanding of ocean dynamics.
This means that the formal error ( The internal accuracy estimated from the satellite observation ) is 1-2 cm at a spatial resolution of 100 km.

I think, the 1-2 cm/100 km in height anomaly nor in geoid height is a good dream.
The measurements done on the satellite height depict the field only there
and could be continued up to earth's surface with some efforts only with a resolution about satellite height: about 200 km (GOCE).
