Is it an electron temperature, because it's higher than the temperature of either ions or neutrals?

For example, if I would like to calculate the mean speed of particles (Maxwellian distribution) a formula is:

v ̅=√(8KT/πM) and I am told to enter gas temperature as T. 

Is the mean speed calculated for each species individually? I am a little confused when the temperature is not specified, as in other formulas it says whether electron or ion temperature is supposed to be used.
