Good question.
Many universities in the 3rd world countries have been politicized. This politicization has caused injustice in various aspects among which the double standards of allowing some to develop themselves while denying others from progressing one inch.
When ambitious creative employees are hindered from displaying their optimum potentials or capacities, such policy will be destructive to all including those at the top positions.
You will see such institutions claiming continuous stories of success (!) but when you dig deeper by a scientific way of thinking, you will observe series of failures & retreats, in reality.

In summary, one of the missions of universities around the world is to promote academic education. If this mission is not observe at the university itself, then we will face the duality and contradiction of the university's mission. But this question expresses a bitter and unfair reality. You asked a rather unusual question. It is only contradictory at first glance. I am deeply convinced that at every university in the world, elements of discrimination against some academic employees can be identified. The question is quite expected if it is observed in the following sense: How much does the degree of discrimination of the management of the University towards individual members of academic staff be socially accepted?
Basically, Such universities are not the educational universities in true sense but are just involved in commercialisation of education. These universities do not promote the academic growth of their employees just to make them non-eligible and incompetent for other universities and binding them to their institution at their terms and conditions only. This is a case of insecurity and financial gratification at the cost of stagnating the careers of the employees.Eventually,cutting down the academic rigour will lower the standards of teaching, ultimately leading into a substandard quality of teaching ,research and educational environment as a whole. Therefore, such universities are apparently not degrading the faculty but jeopardizing their own existence in the years to come.

Exactly, your opinion is quite applicable to many Iraqi universities, alas!
The universities should give the opportunity to their employees the possibilities to achieve their scientific careers, but we should give the chance for the employees who work hard, the ad should employees should at least wait two or three years before starting new studies for obtaining higher degrees
Abbas Abd Certainly they are afraid of competing with others whom might take their position. If every official loves to others what he likes for himself, then no one will resist or prevent the ambition of others
Why would they do it? I thought that it is the interest of HEI to have the best possible quality of acadrmic staff, since it makes them more competitive.
