The master plan itself is in no way related to the goals of sustainable development.

A master plan is a way to communicate strategic development goals to the general public. The master plan is a way of communicating with the public, which cannot understand professional issues of territorial development.

Therefore, I do not think that the public will be understandable all 17 indicators of sustainable development.

Sorry, Prof. Alexander Gushchin , maybe, I wasn't clearly enought in my question (that's an informal question, not a research question). The City Master Plan is an urban instrument to induce the urban development, thus, I can't understand reasons that we can't use some City Master Plan as a tool for urban sustainability.

I agree that the Master Plan is not related with sustainability, the first one is a tool and the sustainability is an agenda and theoretical concept, but I think that we can introduce the content of sustainability (such as the 17 Sustainable Development Goals of United Nations) as a strategic policy for urban development in the Master Plans.

I will clarify my point once more. There are two different documents: the master plan and the general plan (the latter is often called the physical plan or the structural plan). It is important that the latter specifies the first. The first is a master plan intended for communication with the public in order for the public to understand the goals of strategic development. Second, the master plan specifies the provisions of the master plan in terms of spatial planning. This document is intended for professionals.

Master plan for sustainable development as a goal is very good. The public will understand this and will like it.

But where to put 17 indicators of sustainable development? They cannot be placed in the general plan, because they go far beyond spatial development. For the master plan they are too detailed. A typical way for this is the development of a balanced scorecard. This is a document for the administration that will execute the development strategy described in the master plan. It specifies the divisions of the administration, who is responsible for what indicator.

Yes, thanks, Prof. Alexander Gushchin , now I got it. And this is the challenge. How can, what measures and where to put all of these seventeen sustainable development goals? ... This is the challenge.

Sticking only on City Master Plan implementation alone can't help to achieve all the 17 Sustainable Development Goals in a given country/city. Contexts like: social capital (social cohesion, gender rights, etc.) knowledge capital, political capital and finance all equally matter. development for whom? also matters.

Tarekegn Girma Fanta , thanks by the comment. Maybe, it is an utopic thinking to believe that the Master Plan can help to achieve all the 17 SDG's. Thus, actually, being realistic... ...A better informal question would be: what are the SDG's that Master Plan can help us to achieve?

First you have to think on the nature and purpose of a master plan. It is a set of guidelines of a city program, and it can be built from UN 17 SDGs.

But as a piece of urban planning it has a specific scale of analysis. It doesn´t answer any scale of problems. For that we have another products as zoning and regional plans.

The last master plan of Sao Paulo city was composed by UN guidelines and goals!

A Master Plan could be effective re: sustainable development goals IF it carries the authority of regulatory law. In the US, local governments are empowered under police power authority to enact laws that mandate or prohibit actions not in keeping with the public interest. An advisory Plan is only a guide and is often ignored by public officials.

I definitely believe that SD goals can be a guide for achieving good urban planning. See especially No. 11 of UN S goal for 2030 -"Make cities and human settlements inclusive, safe, resilient and sustainable" which recommends 7 objectives for sustainable urbanism. International Standards Organisation (ISO) is also working for the 17 UN goals by preparing standards for city development@ : Health standards, Climate action, Sustainable urbanism and cities are the first 3 standards in line with the said goals.

There is a limit to master planning. Not all SDG goals can be implemented by means of it.

Master planning is generally the physical/spatial reflection of goals and objectives of urban planning; so we can expects it to be an implementation tool for SD goals wherever the city sees the need.

I think that SDGs can guide the formulation of the master plans, however, this requires political, governmental and administrative will.

In Australia, the Australian Government has signed up to the goals but how they 'align' at State based jurisdictions is unclear. Thus for a City - I work at the City of Adelaide alongside sessional lecturing - the SDG goals themselves barely get a mention, but the intent of the goals is more locally driven

The UN sustainable goals are lacking many crucial aspects, so first you would have to evaluate them and propose new additions!!! Everybody is talking about an urban masterplan for day but an urban lighting masterplan for the night is very often forgotten see: Chapter Urban lighting masterplan – origins, definitions, methodolog...

any decent masterplan is spatial as well as temporal as well as seasonal

It is not enough to use a comprehensive urban plan to achieve sustainable development goals alone

The UN-SDG is a direction, and custom made modification is essential on place to place and time to time
