HAARP emits high frequency radio signals in the ionosphere. The idea is that using radio waves to excite the ionosphere may allow enhanced radio communications and surveillance.

Weather disturbances occur in the troposphere, not the ionosphere. HAARP has absolutely nothing to do with weather or climate.
