There is a consensus in the international literature regarding the impact of the use of open government data on economic and social development, as well as on increasing transparency, social participation and trust in government (Lyrio, Lunkes, & Taliani, 2018; Safarov, Meijer , & Grimmelikhuijsen, 2017). However, there is still progress to be made regarding the definition of criteria to empirically confirm the connection between the opening of government data and its effect. In this sense, it is questioned what would be appropriate criteria for assessing the impacts arising from the use of open data at different levels of government, and especially at the sub-national level.
