What could be the instrumental variable for "Official Development Assistance(ODA)"?

Hello,

I need to use instrumental variable for my research. I want to see whether there is any effect of ODA in improving the Value of HDI (Human Development Index)? I need to use Instrumental Variable (IV) to test endogeneity of the model that I have fitted. Can you please suggest me appropriate instrumental variable used for ODA (Official Development Assistance)? It would be helpful if you refer the relevant paper from which you found that IV.
