They use different criteria. At RG, a person's score depends a lot on readiness to ask questions and comment, but also to vote for other members' questions and answers as then, they would vote back. So, such an active person can get a score of 100 or higher even without any publications, and if an institution has many employees like that, it can get a high place in a ranking. RG takes publications into account, too, but it is not clear how much. Also, some other rankings depend e.g. on teaching quality, the number of Nobel Prize winners, the share of foreign students and employees... and those aspects are not taken into account at this site.

I don't much care for generalistic rankings. There's good and bad, anywhere.
Of course you can consider that a good high standard surrounding can bring good influence to schollar's performance. The opposite is also true. Nevertheless, you shgould not rate individual talent, according to the surrounding's rank.

I'm not an expert on this issue, but you should see the list of criteria and also their shares on websites of most of such rankings. RG is not very clear about the share of each criterion. Still, in principle, on this site, you should be able to identify which persons represent which university and how active they have been on this site. You can also find out what they have published. Probably you could calculate the shares of all criteria if you would compare RG indexes of several people or institutions.
