The concept of private universities in India is relatively new. Of course now we have quite a few of them spread all over India. We are given to understand that some of them, because of some reason or other, unable to maintain the required academic standards. Creation of competition among these universities might be a possible solution for this. Normally, students go to the university for admission. How to create a situation, wherein universities vie with each other for getting good students ?
The government must recognize only quality universities, including the private ones, with transparent criteria (like the academic staff scientifc merit) and international assessments in that evaluation. If you have too many students the government has a role in trying to certify minimum quality in the expansion. You cannot just leave this to the market, because quality in science does not neccessarily pay in the short -term.
After that, if the government regulates the activity, with inspections to make sure nobody is cheating, the information about which universities are doing a better job will flow naturally, first by word of mouth and afterwards through public information available on scientific achievements, demand, employability, rankings, etc...You don't have to worry about competition. That will just be a natural consequence of every university trying its best. Their perception of what is worthwhile to pursuit will be guided by government indicators, public perception, employers perception, rankings, etc. This will help the Universities move forward.
I guess the idea is "balanced regulation" instead of very spefiic "competition drivers" which leave little room for creativity, and don't allow different universities to set different goals.
These are just my ideas from some experience I had many years ago in the Ministry of Science, but surely there are other opinions.
Private universities ought to be welcome in every country as long as the number of them is not high. They are expected to offer good constructive contributions to the educational process or to provide quality education which equips the young generation with variety of needed skills. However, one can expect that the existing universities will try to resist the arrival of newcomers due to, at least, 3 reasons; 1) they do not want others to share the profits reaped from tuition fees that are collected from huge number of students. 2) they do not want to see better educational models that may expose them. 3) the new universities may attract the best scholars of the older universities.
It is the duty of the government to ensure fair competition & to prevent any sabotage that may be induced by the older institutions. It is upsetting to see older universities trying to empty the new ones of well-qualified persons & it is disgusting to see an older university preventing, e.g. a scholar ,employed in it, from teaching a single course in the new university. After all, all the universities claim that they are found to serve the country & there has to be cooperation between them. Without "wise" governmental intervention, the universities may play "dirty" games against each other.
For getting good students, the Universities must:
1. Create good infrastructure
2. Appoint quality teachers
3. Charge genuine fee
4. Create good research facilities
5. Increase on-campus placements
6. Increase University-Industry Interaction --- for updating syllabi and placements of students
7. Invite accredited teachers/scholars for interaction with students
8. Publicity and marketing also pays
9. Etc.
