I am working with an applied research data science team and we are planning two projects (clean water and lower greenhouse gas emissions). We only have capacity to execute one project at a time. Each research project should take about 5 months. Which project global project should we select first and why?

I would suggest clean water because some accomplishments are still in place there, and it is easier to put in place than greenhouse gasses. Greenhouse gasses we know a lot about but not much progress on getting anything done in a major way. Good luck, D. Booth
I am sorry to say but your approach to the applied research does not make sense to me. Any applied research must start with the project statement and the goal, followed by a proposed research methodology, data collection, means for testing your solution, means for practical implementation, etc.
For example, in your clean water project do you plan to develop a totally new way of cleaning water? Is it going to be municipal or utility water treatment? Why is it needed? How and in what way will it be better than numerous existing methods (vs, say, reverse osmosis, distillation, ion exchange, etc, etc)? Do you plan commercial introduction at the local or global level?
Data science alone is absolutely not enough for any meaningful work of that type.
And, as an alternative, the same team of data scientists might be working on lowering greenhouse gas emission???!! By doing what? Collect and analyze data? Is it for local overall air pollution reduction, or reduction in carbon dioxide level? Or you have an ambitious goal of global carbon dioxide reduction? This was already done many times by the various powerful organizations but did not result in any practical implementation because of various political reasons. And you want to do it for 5 months?? And consider these two totally different projects for the same team of data scientists?? It is ridiculous....
I believe that you should think all over again on your realistic research goals....

Sorry for confusion. Of course, I will follow standard research protocols. Our team is much larger than data scientist. I should have provided much more background.
Here is a simpler question, what's more important, air or water quality?

How would you answer the question What is more important, your left foot or your right foot? or your head or your arm? Everybody equally needs both clean air and clean water within some acceptable range of the impurities level (if you mean that quality is equivalent to cleanliness).
I work with my team on smart green house, iln this project wa have relised a prototype in order to test all phénoména impact.
I would suggest the clean water project because this project will bring an on hand, fast and effective output in a shorter time. Which will increase your goodwill as well as confidence.
