Are you working on a global scale? You could use IMAGE. If on a relatively smaller scale, IDRISI based methodology (MOLUSCE, Markov etc) should be OK but a little bit weary of the linear transformations they do
I used Marrkov-CA rule in QGIS to predict landuse. Its an open source software.
QGIS has plugin for CA, Logistic regression, Neural Network etc.. GRASS also has many models.,
