Research is needed to identify the factors responsible for not so well utilized workforce for the development in India when the same workforce have played a role to obtain strikingly visible results in the growth and developments of GCC countries.

I think another factor is social environment. We have had a similar phenomenon here in Italy about southern regions workers transferred for a better life in Industrial northern regions during last century. Southern social environment generally does not reward diligent and pro-active people, there the social and economic elevator is not based on personal skills.
But when they moved in a totally different social environment, that on the contrary reward skills and commitment, they immediately emerged.
