The late F.H. Allen from the Cambridge Crystallographic Data Centre (CCDC) has published a great deal on the nature of hydrogen bonds. You might wish to check the CCDC website or search for papers by F.H. Allen concerning H-bonding to obtain these values. Also, you can get the program "Mercury" from CCDC and it has default values built in.
