Economic and political institutions are the foundation that drives the actions of individuals who are members of the institution. The stronger the bond in economic and political institutions, the stronger the effect on individuals as capital. Economic and political institutions has great influence on human capital. Better the economic and political institutions, higher is the human capital development. That is why countries with better economic and political institutions are having higher human capital.

Political institutions provide settings where politicians acquire and accumulate skills—human capital—that they eventually can market once leaving politics. For instance, legislators acquire inside-knowledge of the behind-the-scenes workings of legislatures, and given the propensity for legislatures to provide economic benefits vis-à-vis public policy, having someone who knows the ins-and-out of legislatures are skills that can be profitably merchandised to interest groups. I have written about the acquisition of human capital in the US Congress (Capitol Investment$: the Marketability of Political Skills) based upon a survey of about 230 former members of Congress, who had served in Congress between the 1950s and 2004. And, indeed, most legislators do take up their old, or quite often new, vocations where their human capital—for instance, insider’s knowledge of what buttons to push to obtain the desired congressional response—can be immensely useful to interest groups.
