Promotion from Senior Lecturer to Reader/Assistant Professor

For promotion from Senior Lecturer to the grade of Reader, the candidate shall be fully assessed on the following criteria:
(a) adequate experience, including where applicable, professional competence;
(b) outstanding research and publications;
(c) adequate teaching ability for a minimum of 3 years; and
(d) possession of a higher degree of PhD or its equivalent.
Note
(i) When the Committee is satisfied that there is a prima facie case, it shall proceed to seek the advice of three external assessors who shall be appointed by the University.
(ii) A candidate shall be promoted to the grade of Reader/ Assistant Professor if there are two positive external assessors reports in respects of the candidate’s publications.
(iii) A candidate seeking promotion to the grade of Reader/ Assistant Professor must have 90% of his/her publications in print.
The criteria In my University at Mekelle University and almost it is similar across all public universities in the county reads as follows:
Promotion to an Assistant Professor An academic staff with:
a) MD degree with a specialty certificate or DVM with a masters degree or MD degree or DVM degree and one article in a reputable journal ; or a PhD degree or equivalent ; or
b) The qualification of a master’s degree or equivalent; and
i) A minimum of four years of effective teaching as a Lecturer; and
ii) A minimum performance evaluation of ≥75%; and
iii) At least one article in a reputable journal since last promotion; or,
iv) In some fields such as architecture, music and the fine arts, two recognized and realized projects for which the applicant is a principal investigator or a patent holder for at least one of the projects which demonstrate professional and creative talent which must have been critically and positively evaluated by both internal and external assessors who are specialists in the area, or at least one article; or,
v) Release of at least one technological package including variety release through nationally accredited mechanism since becoming a Lecturer; or,
vi) At least one teaching material (including e-learning material) for specific course the applicant has taught for at least two semesters; and
c) Active participation in the affairs of the University ; and,

6.4 STAGES OF PROMOTION UNDER CAREER ADVANCEMENT SCHEME OF INCUMBENT AND NEWLY APPOINTED ASSISTANT PROFESSORS/ ASSOCIATE PROFESSORS/PROFESSORS
A. Entry level Assistant Professors (Level 10) would be eligible for promotion under the Career Advancement Scheme (CAS) through two successive levels (Level 11 and Level 12), provided they are assessed to fulfill the eligibility and performance criteria as laid out in Clause 6.3. of these regulations.
B. Career Advancement Scheme (CAS) for Colleges teachers
I. Assistant Professor (Academic Level 10) to Assistant Professor (Senior Scale/Academic Level 11)
Eligibility: Assistant Professors who have completed four years of service with Ph.D. or five years of service with M.Phil. / PG Degree in Professional Courses such as LLM, M.Tech.,M.V.Sc., M.D., or six years of service for those without Ph.D./M.Phil./ PG Degree in Professional courses.
i. Attended one Orientation course of 21 days duration on teaching methodology; and
ii. Any one of the following: Completed Refresher / Research Methodology Course
OR
Any two of the following: Workshop, Syllabus Up Gradation Workshop, Training Teaching-Learning-Evaluation, Technology Programmes and Faculty Development Programmes of at least one week (5 days) duration, OR
Taken one MOOCs course (with e-certification) or development of e-contents in fourquadrants / MOOC‘s course during the assessment period.
CAS Promotion Criteria: A teacher shall be promoted if
i. The teacher gets 'satisfactory‘ or 'good‘ grade in the annual performance assessment reports of at least three of the last four years of the assessment period as prescribed in Appendix III,Table 1, and
ii. The promotion is recommended by the screening-cum evaluation committee

In India, UGC is the governing body for universities. For the promotion under career advancement scheme from assistant professor to the professor one has to fulfill the criteria of API system.
In Australia, it's a position to be filled, and not promoting.
But if you employed as a Lecturer, and need to promote to assistant professor, you need to apply for a new position if you meet the selection criteria, the same from Assistant professor to professor
The criteria are mainly the number of research publications, the number of research students, connection to industry and main important thing is: the ability of attract research funds.
