I was trying to develop an ECDM setup with following specifications:

Cathode: Copper of 1mm diameter

Anode: Graphite plate 16x16x5 mm3

Workpiece: Glass (quartz)

Cathode to anode separation: 30 mm

Electrolyte used: NaOH of 1 M concentration

Power supply: square pulses of 120 V with 60 kHz frequency

When power supply was connected across cathode and anode, the voltage was not rising beyond a particular value of 35 V.Hydrogen bubbles are forming but spark was not observed.

In case anyone has observed similar difficulty with ECDM operation and found out a solution, kindly help me regarding this.
