Which situations will improve chance of getting doctoral scholarship fund in a creditable university?
Aside from one's own resume, academic track record, research idea, and qualifications for being accepted to a PhD program, here's one thought that might be relevant. Find out as much as you can about ongoing research funding programs that already exist in the university, e.g., grants to MIT from the US Department of Defense or other government agencies associated with advanced technology projects such as artificial intelligent robots, etc. Of course, pursue some other examples that may be of greater interest to you. Then tailor your application for a PhD scholarship in an attempt to tap into some of that funding.
High Master's score + some already published papers (at least 4-5) + good skills in English. These are 3 most essential prerequisites. Any other achievements are welcome, of course.
Most universities will have ranking/points criteria for ordering applications for Ph.D. scholarships. Track record of publications and your supervisors references are important of course, but make the most of other things that will score you points - awards/prizes; extra-academic achievements. Something that hasn't been said yet - try to network and liaise with potential supervisors who might be looking for doctoral students as research students on particular projects or can help you to create a really compelling 'Expression of Interest'. Also try to sell your capacity to research and write with others - team players are attractive. Good luck!
