It is duty of each individual/organization to ensure safety of personnel he employs and personnel in the vicinity of site for construction/commissioning/operational activities. This requirements are stipulated in legal frameworks laid down by statutory provisions of the nation. Therefore contractors are completely responsible to maintain and revise safe work methods. These are achieved by way of recruiting trained skilled staffs/workers using sound judgement based on proper examinations/tests/interview/medical fitness/behavior etc. These workers are briefed daily in the morning by industrial safety officers about job hazards and safety equipment use for protection. Safety culture is a must. Most of the industrial accidents are caused by lapses in following safety rules. For examples; use of non-standard ladders, loose scaffolding, use of ply woods for covering manholes/pits, slippery surfaces because of painting, parking of welding electrode holders on a metal rods, use of match-sticks to plug electrical wire in a switch board instead of using plug, use of damaged electric wire, non-guarding of hot welding areas, absence of protection guards around open tank/pool, loosely welded working platform, movement of transporting vehicles and cranes in backward direction without warning, accumulation of loose soil near working pits, electrical wires terminals left open and without tagging, non-removal of combustible materials from site in time, non-testing pressure vessels in time, non-surveillance of electric motors and compressors, rusted nuts and bolts, etc. results in fatality and fire. while making a work plan, clear-cut job hazard analysis shall identify areas of attention. Working personnel must be well equipped with protective clothing and equipment and encouraged to follow safety procedure while carrying out jobs. Safety supervisor must monitor these activities continuously and remove unsafe practice.
the employer must manage risk to the health and safety of all employees and subcontractors with in their control and any one else affected by the work.
employer should eliminate, control risk , and ensure the risk controlling measures implemented are regularly reviewed, in consultation with workers and HSR'S
employer must ensure that a safe work method is prepared prior to the commencing of high risk construction project,and check work is going according to safe work methods. the safe work method should be regularly reviewed as high risk work changes.
employer should make sure that all workers carry induction training before undertaking any site work.check whether they have safety equipment etc
employer must call for regular meetings and discuss about safe work and importance of safety on field.
