I think this could depend on the data being collected.  Rate of change, location of change relative to ground conditions, streams, slope, intensity of change (such as partial cut logging or thinning as compared to clearing, cultivation, urban paving).  When remote sensing, need to do some ground checking to that interpretations are appropriate, some actions are short term changes, some are relatively permanent with different implications.
