In general, the health system must be able to mitigate, prepare, respond and recover from disasters or emergencies. In the US, there are several guidance documents that describe overarching capabilities, their objectives and the activities recommended to accomplish the objectives and hence the capabilities. These capabilities can be found in the 2012 Healthcare Preparedness Capabilities published by the Department of Health and Human Services, this document has been recently updated for the 2017-2022 years which streamlined and reduced the number of overarching capabilities from 15 to 4. Although these are government recommendations they do not have punitive actions for non-compliance. In recent years, the Joint Commission in their Emergency Management Health Care Guide and most recently the Center for Medicaid and Medicare Services enacted guidelines that contain penalties for non-compliance.
I think if you want to obtain a sample emergency operations plan, the simplest way is to search the internet. Most of these plans are proprietary and institutions are not forthcoming. You might find some templates in your search. The federal document and the Joint Commission documents can also be found in an internet search. They will provide a listing of the capabilities and recommended activities that could be addressed in an EOP such as situational awareness and emergency operations coordination. For specific functions, these documents will not have the detail that you are probably looking for. I think what you are looking for are incident response guides (IRG), these documents are written specifically to address a particular emergency (communicable disease, internal fire, power outage, etc) and are usually included as appendices in an EOP.
Separate emergency health management system just a luxury for third world countries like Bangladesh where same health staffs are involved both in normal and during disaster time. Rapid response team just in paper and although few trauma centers have been built but almost non-functioning for inadequate manpower and logistics. Should have separate integrated system during disaster. Even the leadership problem is also there. Persons from different organizations don't wanna follow command of others.
