There are different kinds of review articles, such as a book review or a systematic review of all published research on a specific subject. Each kind of review has its own style and method, such as the principles of systematic review.
Regarding your second question, I think you are confusing a matching score from anti-plagiarism software with actual plagiarism. The amount of actual plagiarism in your work should be next to zero - occasionally it is acceptable to get a match where you have not summarised someone else's cited work very well.
