If a budding researcher wants to write the review article for the first time, what are the key points to remember while writing the review article ? what will be the permitted plagiarism limit for a review article ?

There are different kinds of review articles, such as a book review or a systematic review of all published research on a specific subject. Each kind of review has its own style and method, such as the principles of systematic review.
Regarding your second question, I think you are confusing a matching score from anti-plagiarism software with actual plagiarism. The amount of actual plagiarism in your work should be next to zero - occasionally it is acceptable to get a match where you have not summarised someone else's cited work very well.

As per the reviews I have recieved for my review paper there are a few points that I would really like to putfort and hope it would be helpful:
1. You submission should be well drafted as per the journal format. Eg. Some journals specifically follow PRISMA format nowdays.
2. The adress group for whom the proplem is what u wish to do.
3. A well defined inclusion and exclusion criteria. Infact your methodology should be strong.
4. Have simple but error free writing style and aviod passive writing.
5. Try to be as clear as possible of ur outcomes.
6. Donot copy paste from the citing or any other qrticle.
Try to keep the plagarism as low as possible to say less than 10percent.
