You need to make your country specific research findings relevant to a broader audience. Although it is hard to suggest anything without looking at your paper, but the following are some of the considerations you should think.
-Review a broad range of literature on your topic; include all relevant papers from the journal you are considering to publish.
-Bring similar case studies from other countries into a discussion. It can be based on secondary sources.
-Give attention to all content related and formatting requirements of the journal you are considering. Regarding the content, you can send an abstract to the editors to check if the topic is within the scope of their journal. Sometimes they know a journal that can better fit your paper or someone is editing a special issue.

I would recommend you two main points:
(1) The contribution of your research should be clear in your article. you have to explain in detail what is your research question, why the others have not or could not answer it, and how you are going to solve it.
(2) When your data or your case study is from a developing country, it should be considered that making your results to be expandable. Your findings should be interesting (and also applicable) for readers from another countries.
