For a country generally what is the source of such data. If not suggest any survey done by researchers or international agencies like World Bank or ADB etc

In the EU there are regional statistics for ICT at subnational level, NUTS 2, this allows some spatial econometrics. see e.g. Infrastructure and Growth in a Spatial Framework: Evidence from the EU regions
Many thanks Professor Florio for your interesting information. The developing countries lack comprehensive regional statistics. ICT incubation statistics are hardly available for Brunei. I feel the public investment of 1-2 million dollars not enough to expect huge results like Singapore. I would look in to the study you mentioned and data sources. Many thanks again
