As a teacher, I want to know what are the consequences (The general academic policies on cheating) for a student caught in flagrancy cheating on exams (in your institution or university).
It varies from university to another, the general policy is to take the exam and give a Zero grade on that exam.In addition, you must report the incident to the Academic dean so corrective measures can be taken.

In final first worn the student then chancel your paper mean drop your one semester. And a serious case handle by suspension or refusal.
First offense, zero score. Second offense, failing grade and third offense, dismissal from the college. All offenses are recorded in the Office of Student Affairs. Grave offenses may mean dismissal without first or second warning. Grave offenses like stealing and duplicating the exam paper and distributing it to classmates electronically.
In our university, we made such a seating arrangement so that students cannot get the chance of cheating. Mainly, cheating comes from Examination phobia or fear. Change the question pattern. I remember one thing that during my university days in late 80's and early 90's, our teacher Respected Professor Swapan Kumar Ghoshal allowed Classical Mechanics Book (Goldstein) during exam. time and set 25 marks questions. Everybody were searching the book and nothing was found. So various innovative techniques were evolved according to needs.
At my university academic integrity violations are rated on levels 1 through 4. Violations at levels 1 and 2 are handled at the department level depending on the type of cheating and the weight of the assignment involved. Typically it is a failure for the assignment and some sort of remediation on the academic integrity policy. A repeat violation automatically rises to the level of 3 or 4. Level 3 and 4 violations are handled by the office of the provost and may include dismissal from the university. All violations are maintained in the student record and the provost office is notified of all violations including those with outcomes determined on the departmental level. Overt exam during an exam is easily a level 3, and possibly a level 4 violation depending on intent and extent of the cheating.
It depends on the "level" of cheating. If a student whispers to a neighboring classmate for the first time, s/he is warned. If this is repeated, then the teacher will sign on the exam paper & the concerned department will look into the matter after the paper is corrected. The student may be not punished, if there has been a bad performance in the exam.
If a student is caught in a flagrant cheating act, the zero mark will be waiting and the teacher is supposed to write a report of the incident to the council of deans. The council may decide on preventing the student from studying for a full "next" semester.
In my opinion, many universities are lenient in tackling the problem of cheating in exams. When I was a postgraduate student in Great Britain about 40 years ago, the penalty for blatant cheating in an exam was total dismissal from the university. Add to it that the student will never be accepted in any program of study in British universities. This heavy punishment was an excellent remedy for the plague of cheating & no one dared to cheat after seeing the fate of the few who did it .
Some of Indian examination boards allow cheating in its examinations to show higher literacy rates, and sometimes to benefit some candidates illegally. When admissions in top courses are under question, what is the importance of quality education in such an university.
University departments with less number of faculty members, are often prone to discriminate students on the basis of caste and creeds.
We have the Turnitin policy that requires all graduate students to submit a similarity index report, usually 20% or under. There levels of gradation for academic dishonesty exist and these are applied only after the case has been examined by Graduate Studies at the University.
