If you want help from the very helpful and knowledgeable community here on RG you need to formulate detailed and specific questions so that we can give you the answer that you want. I know that to limit marine fouling and allow for easier cleaning, among others, there are teflon based paints and also DLC thin film coatings for parts.
The main technology was organic tin acrylic, self eroding copolymers.
