In electromagnetic analyses, the parameters permittivity ε, permeability μ, and conductivity σ represent the properties of the media through which the waves propagate. The permittivity can have real and imaginary components. I am looking for methods or instruments which determine mentioned parameters.
Dielectric spectroscopy is common technique to analyze it. From the data you can extract all the properties you want. You can analyze them even as a function of the frequency, what will give you info about relaxation processes.

If you are intersted in both dielectric permittvitiy and magnetic permeability, you may try to use microwave techniques, but the ask for expert help, as thet technique and the evaluation is not easy

the method of choice vary greatly depending of the range of frequency for the permittivity. It is fairly easy in the visible range, more tricking in far IR/microwave...
I guess you mean DC permeability?
for conductivity, a four point probe is a simple easy method to get it.
