My guess is that a research paper carries more weight on the fundamental issues whereas a technical paper puts more emphasis on the methodology aspect, not necessary reporting on the findings. But I am not sure if this is right, what are the actual differences between the two?

Technical Papaer means you follow writing skils , technique methodology - and Research Paper mean to give fundamental and advance knowldge of the particular subject with evidences by adptoing research methodology.
Almost all known journals accept either review articles, full research articles or short communication/rapid articles. However, with regard to the original paper (research papers), the editors and reviewers have no specific difference to look for technical or research paper as far as you have something to say and a clear message in the submitted paper. This is with regard to the publication process. However, there are some journals which are more specialized in methodology or in experimental or in clinical aspects. you should look to the scope of the journals and submit your article.
A technical report is published with a view to keeping a claim on the findings concerned should the need arise later. Technical reports are not refereed.
A research article is usually refereed, and can be prepared from a technical report published earlier.
To me this is still unclear. From my own point of view (never published a technical note, but read a few), technical notes would be a report on an experiment requiring common knowledge or available system, but showing a different approach or application. Research paper in this sense would contribute to new scientific knowledge or development of a new system. Am I on the right path?

Research paper can mean almost anything, including; working paper (a manuscript that has been written but not yet published). While technical report is published by the author's organization, or self-published, without peer review.
A technical note should have a valid method for a novel technique with useful applications. It also should contain basic proof data. It need not contain the theory in support of the method. That is where I feel it differs from a research paper.

Technical notes:are shorter than research articles and may be used to describe a new methodology or to present results from new techniques or equipment. A technical note should be under 3,000 words with no more than 5 figures and tables.
Review articles: Typically review articles are invited content but we will consider well written reviews which are relevant, timely and potentially high impact. We will discuss article length directly with invited authors.

Whenever you get an idea that no one search about, or there still no literature about it, you can send it to journal as Technical note, and that to avoid the aggressive comments, which might shift down your believe about going further in your unique idea.
A technical report is published with the findings mostly consider as applications type not novel, or have risky courage in presenting the methodology as new application, that daring findings find the reviewers knowledge is not enough (or with caution) to consider it as research article. [Technical not might turn into unique idea in the future!!]
