Models, frameworks, & theories are used interchangeably in literature. Although some philosophers try to differentiate between them, they are almost the same.
I am not a Q expert but from what I understand, the frameworks are not as in-depth as the quality models such as the TQM that uses an holistic approach to assessing quality. The following linked article further elaborates on the difference:

QA models work like turnkey solutions, i.e., self-contained, and seem to be thought and conceived like magic and unique ways of introducing quality to education policies to reach success and quality education. QA frameworks offer the signposts that delimit the processes involved in QA in an area that is in need of change and improvement. The framework functions like a list of dos and donts that border a QA activity.
I would like to be mentioning that no differences between the quality assurance (QA) frameworks and models.
In fact, the quality assurance frameworks/models allow HEIs to look at their strengths and weaknesses and continuously improve their quality of service .
