What are the determinants of the development of vocational education, training of people working professionally and e-learning?
In my opinion, education, including adult education, university and vocational training, will develop mainly due to the fact that the economies of individual countries are changing faster and changing, the structure and meaning of particular sectors, branches and fields of activity in national economies, in In highly developed countries, industrial branches of the economy are transferred to countries with lower labor costs, in developed countries information, IT and ICT technologies are intensively developing, as well as Internet information services, etc.
As a result, labor markets are changing, new branches of services are emerging, new vocational professions are created in the field of Internet information services and advanced data processing in information systems.
People are increasingly changing their jobs and profession. A small part of the society throughout their lives work in one company, in one profession, in one area of the host activity, in one profession. People are increasingly moving towards faster and faster changing national economies, changing jobs, businesses, cities, etc.
Therefore, people have to retrain and become more and more educated. Increasingly, adults use training and post-graduate studies to obtain a new profession, a new profession and a new interesting job.
On the other hand, universities and schools of continuing education and vocational education adapt their educational offers to the changing labor market, to the changing demand of employees employed in specific companies, at specific positions. Universities and schools, observing the rapid development of Internet information services, create study and training offers conducted via the Internet in the e-learning system. It is a convenient form of training for people primarily adults, working and often living outside a large urban agglomeration, in another city, town, village, etc., than a university city.

I think the internet is creating more online based e-learning which is easy to access and study in your own time. On the contrary to traditional education where learning material is accessed at a college or university premises at rigid times. In the case of vocational vs traditional academia there is a lean towards vocational apprenticeships tied to degrees also unknown in the UK as degree apprenticeships. You get paid whilst you learn and get the best of both worlds practical experience tied with an academic qualification. This is due to the high costs associated with higher education in the UK.

A very loaded question but you indeed gave a comprehensive response to which I agree. But more and more, smart and connected cities are emerging as a result of technological advancement, so we will eventually be shifting from e-learning to "smart" education to prepare students for life and work in smart cities. The advancement of technology represents a change in the profession, and it also means that the way humans learn is also replaced. This is faster and faster, and it is becoming easier to spread information. This is one reason.
Technology-Assisted Learning (TAL) is becoming increasingly popular as it offers individualised education (student-centred learning). Conventional classroom-based education coupled with TAL will provide ideal learning opportunities for students. In vocational education, TAL is very important as the industry or jobs requires students to work with systems and technology.
One of the critical determinants of e-learning is to meet the employment outcome. E-learning supports to gain knowledge in working with online systems and processes.
The key word is access. Many students do not have the ability to take off work and reside at a university for four or more years. Yet, they need new skills and and education to succeed or advance in their careers.On-line classes and other non-traditional means of learning have provided these potential students access to educational opportunities.
My Ph.D. thesis is on Training Delivery Systems for Govt. employees delivering e-Governance services. I surveyed a live ICT implementation project in New Delhi. Determinants are access to Training Content, well designed Content and delivery, programs and lot of OJT and Hands-on training. post initial training -learning programs can be provided for evaluating learning and access given permanently for future reference.
In the context of the above considerations, I also propose the following research problem:
Does the development of information and Internet technologies increase the effectiveness of the didactic process? Does the development of e-learning as a supplement to traditionally implemented education increase the effectiveness of the entire didactic process?

Back to your first discussion: i agree that the access to different forms of education in a key issue, but it is also important that potential students see the value of it: higher employability, better CV or similar. There are only a few that will study for the sole purpose of studying.
Currently in vocational education, a lot of econtent is being developed as it gives the learners a solid grounding through 3D figures and animations of machines etc. before they actaully do a hands-on practice on actual equipment. Elearning is a cost effective technology for learning. In case of professionals, again elearning is now extensively used; especially in training on User-interface for entry level professions be it Accounting, finance, banking, delivering public services.
