Referring to the papers,it was told only about the width of siw. Other dimension values are not justified for the specified frequency.Can u just refer a material or book or paper through which i can get an idea of designing siw antenna for a specified frequency

The more important dimension is effective width of SIW itself, because it is going to decide the cutoff frequency, rather you calculate the width only according to the cutoff frequency. If it is only an SIW, the length may be multiple of wavelength.
Although you also need to give consideration to the pitch, that is responsible for keeping the energy within the guide.
The height or thickness of substrate should be selected as per the availability of material and also the dimensions of the metal part and bandwidth.
There are many papers on internet in which you may get the expressions for dimensions. You may refer papers from Dr. Deslandes, Dr. Nasimuddin etc.
There is good book by KC Gupta et al. titled "Microstrip lines and slot lines" 3rd edition has a chapter on SIW also.

There is no formula except some equivalent relations, which are available from K. Wu's papers. Read all papers of prof. K. Wu. You will get those relation for computing the length of a SIW
