The decisions for indexing are as the link provided - however there is an additional criteria: if your journal is not cited in the journals already indexed in Web of Knowledge (it is no longer called ISI), then it will not be indexed as they have no way of assessing its impact within their "closed circle" - this, unfortunately, excludes many good journals publishing in the periphery of the largest research communities.
