In my opinion, the only way to define fictional writing is by opposition to real historical writing.
Fictional writing normally includes what is absolutely fictional, like Asimov's writings in a futuristic ambiance, but also other genres like George R. Martin's work and even historical-based fiction, like Follett's works.
