التعليم لم يهمل اليوم او البارحة. واقع التعليم في العراق هو نتاج عقود من الإهمال وعقود من الاهتمام بالكم دون النوع. عقود من السياسات الاشتراكية اللي زرعت افكار غيرت نظرة المجتمع لماهية التعليم ودورة وأهميته وأهدافه. سياسات أدت الى فقدان التوافق بين مصلحة الفرد ومصلحة المجتمع في كل مفاصل الحياة، بضمنها التعليم.
I think that the causes are categorized in to the following :
1-the teaching system and the sylypus, I think are need to review and depending the updating systems and sylypus depended in well developed universities (theiorical and practical ).
2-the pupils them selves are need to encourage and stimulateven them to love their scientific line and to study very hard.
3-the teachers and lecturer need to develop their abilities and proffisionals and training with the most updating educational systems.
1) There exist a handful of obstacles that prevent a more competency-based education system such as non-availability of updated educational resources and research.
2) Communities and cultures are resistant to change, including technology-based change.
3) Leadership doesn’t always support second-order change, and those in potential leadership roles, such as teachers and librarians, aren’t always empowered to help effect change.
4) Education budgets aren’t always flexible enough to support the cost, sustainability, or scalability of innovations.
5) Current and traditional instructional methods leave students less engaged and less inclined to take ownership of their learning.
In my opinion, currently we live in a very difficult and cruel time, when many important human values are brought to nothing, and instead of them came other vices and disgusting phenomena. This led to a change in the basic concepts. Earlier we spoke the word "PEOPLE", however, now we are increasingly talking about the word "ELECTORAT". Earlier we spoke the word "PATIENT" or "STUDENT ", however, now we are increasingly talking about the word "CLIENT". Why? In my understanding, the global elite (which rules the modern world) is absolutely not interested in the fact that most people were smart and healthy, and on the contrary, this elite is interested in that there are as many more stupid and sick people. The answer is very simple: business and nothing but business. Stupid people are much easier to manage, sick people can earn much more. What can be the way out? Too much progress too fast! Look at Apple Computer and how their creative leaders of a few years ago are now relying on gimmick to force people to buy new iPhones rather than allowing innovations to attract more customers.
I'll second Grzegorz's answer. There is an overall trend toward getting everyone access to college and, at the same time, retention, progression, and graduation. With no additional resources to hire new / better instructors, a common solution is lowering standards and thereby inflating grades. More students come in, more students go through, more students get out, more money gets brought in. It's not happening everywhere, but it is happening.
