Different transportation planners use different criteria to suggest or to propose a public bus route for one city.
There are different considerable factors to be used as a reference to propose such projects such as Traffic volume, future population dynamics, decision-maker's point of view, land use characteristics and other demographic characteristics may be used as a reference to propose a public bus route system for one Metropolitan city.
And, To consider the whole things in one case, it needs special, long preliminary investigations and careful attention.
I know that there are a bunch of planning concepts from different literature, But, i need a clear image on what were the necessary and obligatory planning criteria that must be considered in proposing public bus routes for one developing countries?
Any help is appreciated. It is open for learning-teaching discussion.
Predictions are key: how will the city develop during the next - say - ten or 15 years, based on the demographic pattern? Are there already plans on housing projects in the city and in the suburbs, are companies planning to investigate in office buildings, are there schools, hospitals, etcetera, that will be developed? The first contact I would take is with the municipality, as they should have at least some statistics regarding at least some of these issues.

First to check the city development plans in the coming years and to assess the land-use and activity pattern within the city.
One has to carry out demand assessment and locality type and characteristics.
Phase planning is better for effective implementation.
Connectivity and accessibility are the important factors to attract city folks to the system.
Agencies also conduct stated preference interviews around alternative routes to decide final route.
Bus routes need to follow the roads, except if you have Bus Rapid Transit routes. Close collaboration with the road network planners is essential.
The advantahe of bus routes is the quick ability to vary routes and pickup points as ridership demand changes. Population catchment area of a route is a key evaluation criterion...that attribute can help in selecting bus stops, bus frequency, and actual routes.

It must be noted that any public bus route system will potentially impact: on land use, travel demand, traffic and travel behaviour.
In the past, there has been widespread evidence for discrepancies between forecasts of patronage on the new public transport systems and the actual patronage. The forecasting studies pointed out that there were problems with the assumptions made about the behavioural responses of potential users to the new public transport systems.
So, assessment of the people’s beliefs, attitudes, subjective norms, perceived behaviour control and travel patterns should be considered. The attributes of the new public bus systems like waiting time, travel time and travel cost and also the socioeconomic characteristic of the travellers should be included along side with other criteria in proposing the bus routes for future development.

Metropolitan cities have perspective development plans. Perspective plans can be short and long term planning. Land use policies such as Public transportation infrastructure is part of this plan. Nowadays, land use policies are focused on public-transport-oriented development in urban area.
2- Demand patterns and characterization
What is the current and future level of the public transport (PT) demand? An easy approach to estimate demand is through the population (current/growth/future) and percentage of the PT sharing. Characterization includes but not limited to: Level of income, education, gender, age and ... of passengers.

4- Coverage/ Linkage/ Route design and optimization/ Bus stops location/ Route length/ number of buses

Seyed Mohammad Hossein Moosavi , Most of the time the procedures you wrote were very interesting approaches which must be considered and followed.
The big problem is land use policies, estimation of demands, cost benefit analysis and the final implementation are dependent on dynamic setup of the city's population growth, the city's development growth, the city's future expansion, ..........even the political policies and all of these are dynamic by nature. The future plan has to be a plat form for sustainable mobility. otherwise, the whole work becomes worthless.
So, Can you say something on capturing and understanding the dynamic nature of these variables?
