I am working on cell range expansion for picocell. My question is that what actually are we increasing when we say we are increasing the coverage area picocell through CRE? Someone asked me this question in a conference recently and I couldn't really figure out what it actually is. I believe it cannot be power. Also, at what point or what actually dictates when to offload from macrocell to picocell?

By increasing the coverage we increase the connectivity of possible cell-edge users, which also increases the fairness, and overall the sum rate of the system.
In the papers below some of the strategies to offload macro- and pico-cells are introduced, and the offloading aspect are highlighted.

Thanks for your quick response. I did an extensive research on this after my post and was able to find out that the actual cell size depends not only on the eNB power but also on antenna position and design, location environment, terrain, presence of obstacles and signal attenuation in the atmosphere.
I hope this is in line and confirmatory?
You can also explore how spectrum sharing, whitespace and gray space networking, is able to increase users at the edge in the Cognitive Radio underlay mode. It has several advantages. The following paper might expand the horizon of your research interests.

Yes, they are all related, because the macro and pico-cell parameters have different location environments, obstacles (which impacts the shadowing) and so on.
For example, in 3GPP you can take a look at Release 36.814 for some modeling assumptions (see Annex A in the docs), and also Release 36.872 for some info about small cells in LTE. I hope it helps.
