my question is about the effects of any dry year on the neighbering water resources quantity and quality. The hydrologic system must be effected by the climate. What about these effects?

As for your question, every water body must have a catchment area which collect precipitations and direct it into this body. The dryness of this area will certainly affect the surface and groundwater resources . Climate change have exaggerated this effect. For more details, please refer to the following links.
Extremely low precipitation (droughts) and climate change (CC) has great impact on water quantity and quality especially in transboundary river basins with runoff scattering area situated on arid and desert with intensive water use for irrigation. The Aral Sea Basin with its 2 main tributaries: Amudarya and Syrdarya Rivers are best example for that. The water formation area of these rivers situated mainly in 2 upstream countries: Tajikistan, Kyrgyzstan and Afghanistan (87%). Only 13% of runoff is formed within the territories of main water consumption (more than 90%) countries (Uzbekistan, Kazakhstan and Turkmenistan) situated on plain areas. In years of most acute droughts majority of lakes situated in lower reach and delta even drying out completely and all aquatic fauna eliminated. See for details following and other link:
