The scholars speak about the different creativity indices in a region including Euro Tolerance Index (Florida, Tinagli), China City Creativity Index (Gong), Global City Index (Cetindamar, Gunsel). Are the creativity indices the same in respect to different regions around the world? What kind of problems do we have in each of mentioned indices? In general, is it possible to have the creativity indices in the sphere of creativity that is impossible to measure?
These studies in RG on your topic provide some good sources for answering your question. I would leave it up to you to choose what you want.

The rate of patents issued and the number of registered patent attorneys might be useful. One city in the state in which I live has a remarkable number of patent attorneys, so remarkable that the Patent Office is opening (has opened?) a remote office in this locality.
If you want to compare the creativity of different regions you should use the same indicators or system of indicators. The most challenging problem is whether you find data for the indicators you think to be useful or plausible in measuring creativity. We tried that for German regions - see below. Unfortunately the paper is available only in German.

The CREATIVITY RESEARCH JOURNAL had a good paper on Patents (as related to geography and politics) by McGann, and I think Huber and Simonton also used patents, also in the same journal. The journal BUSINESS CREATIVITY & THE CREATIVE ECONOMY has a paper in press (next issue) comparing Florida's indices to various psychological measures of Creativity.
