in view of above is it permitted to upload pre print of paper planed or already submitted to conference/journal.
Good question.
Consult your institution's legal counsel. It's their work to interpret the contract and to explain it to you in lay language. If you are not getting what they are saying, just ask them to explain it to you the way they would explain it to a 6-years old. It's no shame not to understand the "legalize".
Most publishers have no problems with pre-prints being shared freely, but IEEE may have different opinion. Depends on what they think the "Work" is.
Should the public sharing of pre-print be in conflict with the contract with publisher, there is nothing more simple than to remove the pre-print from from any site you put it in.

If you have posted the prerint under CC it states that:
"If a preprint has been posted under a CC license, it is still possible to publish in the journal under a standard Copyright Transfer Agreement (CTA) or an Exclusive License Agreement (ELA)".

Under other circumstances I would personally consider a posted preprint publishing effort as a reprint.
Having put forth Wiley's procedure, Scientific American's blog and my interpretation, it means that by all means do consult a professional since it is very open to interpretation of the agreement.
I would be very cautious in statements such as "donot worry" since each time you enter a copyright agreement you are in fact engaging in contract that has particulars of engagement and you must abide by the contract you agree. Also, while we may post our opinion, legal matters are best handled by the respective individual's counsel to limit the liability surface under each particular instance. Further each company and each jurisdiction interpret copyright law differently.
