The U.S. has more confirmed cases of the coronavirus than any country in the world, surpassing China, where the pandemic began. There are now more than 82,400 cases in America, with more than 1,170 deaths, according to Johns Hopkins University.
What factors account for this?
Realised late All preventive measures they have started late. Most important is that every person should follow the guidelines whatever is given by the government.

It's unbelievable news and maybe because US citizens didn't strict with the health instructions as the Chinese citizens did.
At the beginning of the COVID-19 pandemic at Wuhan, China declared and ensured a complete lockdown of Hubai province where Wuhan is situated. The authority compelled the citizens to obey the declared preventive measures. China is such a country where the citizens have a strict adherence to government orders. The situation was different in USA and in other countries of the world, where there was a long delay in taking adequate measures to prevent the spread of the infection eg. lockdown, social distancing, the practice of personal protective measures, homestay and so on.
I cannot proper answer this question, as a complex combination of factors can make the contagious spread or have a setback. Testing is for sure a considerable variable, but I would ask in return how each local authority is dealing with the management of locking/opening of presential business activities and other non business. I think public policies other than directly related to health should be considered, as well as the geographical scope of the measures. So, how is each mayor dealing with personal contacts restrictions and with other public policies as providing hygien and food for vulnerables? From our local experience (I live in Porto Alegre), there is a harmonious relationshipl between State and City Hall authorities. Both are very careful and based on science data before making any decision. We have now a State system of flags (green, orange, red, black) to indicate which places of the State shall reduce or relax the usual business activities and the allowance for people walk around. As result, our IUC are in low occupation rate by now, and we have far now 51 deaths. We have some focus of the disease concentrated in slaughter industries in Northeast of the State, and some in nursing homes. Of course, such places are under sever surveillance. So, in summary, your question demands lots of variables to be considered, a complex dynamic problem. KInd regards.
